You very rarely see a Chief Information Officer (CIO) function in most Philanthropic organizations, not that they could not use the focus in this area but more from the cost of maintaining this level of expertise in-house.

Some entities relay on someone on their Board to provide some insight but that is also missing in a lot of groups.  Consultants are hired but they are expensive.  Staff are usually there but usually at a technical level and not looking at things from a executive level.

Oversight for this area frequently is not well developed. Technology can cost a great deal of both time and money and a lot of the time the end result does not meet the needs of the organization.
